According to a report obtained by media outlets Sunday, police in Uvalde, Texas, were prevented from responding to the Robb Elementary School shooting in May because of a series of "systemic failures" and "egregious poor decision making"
According to the report, which was obtained and posted by the Texas, more than 400 law enforcement officers responded to the shooting, but they waited more than an hour to kill the shooter.
Most of the officers on the scene were from federal and state agencies, but there were also 25 Uvalde city police officers.
The scene was plagued by poor communication and an overall lackadaisical approach by law enforcement and multiple people described the elementary school as chaotic.
According to the report, the officers failed to prioritize saving the lives of innocent victims over their own safety by retreating and waiting for backup after coming under fire.
The report found that responders from other agencies could have helped to address the chaotic situation by questioning the lack of leadership.
