The NBA's age limit will likely be changed in the next collective bargaining agreement, according to NBA commissioner Adam Silver.

At the conclusion of the league's board of governors meetings during summer league, Silver said there was an opportunity to change it.

"It's based on larger conversations than just whether we go from 19 to 18 but I think that would be the right thing to do and I am hopeful that that's a change we make in this."

This isn't the first time the idea of changing the age limit has come up in the past, including negotiations between the NBA and National Basketball Players Association a few years ago.

The age limit will be up for discussion in the upcoming collective bargaining talks between the league and players' union, according to Silver.

The talks are at an early stage.

If the two sides don't opt out of the current deal this winter, there is a chance that the Collective Bargaining Agreement will not be renewed in the summer. Both sides are optimistic that an agreement will be reached before the opt out deadline.

In the past, Silver favored increasing the age limit to 20 in order to make it easier for players to stay in the NBA for two years after graduating high school. He changed his mind after seeing how things have changed over time, including the proliferation of NIL deals and the recommendations of the NCAA committee led by Condoleezza Rice.

"It may be the case that it's in all of our interests that we start impacting with these young players, especially because in our sport they are identified at such a young age," Silver said.

The NBA changed its age limit from 18 to 19 in 2005, after a run of high school-to-NBA prospects that included Kevin Garnett, Kobe Bryant, and Tracy McGrady.

Years of discussion about what to do with the long-maligned tactic of taking fouls has ended after the NBA changed the rule.

The league's board of governors approved a plan to award one free throw when a team is disadvantaged by the take foul.

The NBA commissioner said that the meeting was upbeat. "People are thrilled that as we head into next season, it looks like we'll be on our normal track in terms of when the season begins, in terms of our protocols around the game, particularly around the health and safety of our players."

In early June, Silver told The Associated Press that the league would change the penalty on take fouls, though he warned that the new rule might still be changed in the future.

During a transition scoring opportunity or immediately following a change of possession, the take foul is when the defender does not make a play on the ball. There is an exception in the last 2 minutes of the fourth quarter.

One free throw is the new penalty for such a foul, which can be attempted by any player on the offending team in the game.

There is revenue.

The NBA's revenue reached $10 billion for the first time, and basketball-related income reached $8.9 billion, a new record.

Silver said that this needs to be a two-way street. The expectation is that teams will meet their end of the bargain by providing huge security and guarantees to players. We don't like to see players requesting trades, and we don't like to see it play out the way it is, so there's always conversations that go on behind closed doors.

There is a play-in tournament.

The league is keeping the tournament going because it has been considered a success.

In each of the past two seasons, the teams that finish seventh, eighth, ninth, and 10th in the East and West meet to determine the final two spots in each conference.

The winner of the game will get the 7 seed in the playoffs. The winner of the game between the No. 9 and No. 10 teams will move on to face the team that lost the game. The winner of that game is the 8th seed.

It's been a hit because it gives a March Madness feel and gives more teams incentive to not tank in the draft lottery.

There was a play-in in 2020 when the Portland Trail blazers beat the Memphis Grizzles for the 8th seed in the Western Conference. In order to get the 8 seed, Memphis had to beat Portland twice and the Blazers had to win one game.

Load management.

The league and its teams have had to contend with load management in recent years. As the sides get more into negotiations for the next collective bargaining agreement, Silver said it will continue to be discussed.

The league is using sleep science and other data to try to make the schedule friendlier to players.

Sometimes a player remains seated. Adding money could be an incentive to play more often.

Silver supports guaranteed contracts. Some money should be based on the number of games played and the results of those games. That's how most industries work, where there's financial incentives.

ABA payments are done in installments.

Approximately 115 ABA players who played at least three seasons but didn't qualify for NBA pensions will be paid under a new program announced by the NBA and NBPA. They'll getrecognition payments for every year they've worked.

The NBPA executive director said that the players have a sense of appreciation for those who paved the way. We are proud to finally recognize the ABA players with this benefit because we have always considered them a part of our family.

Many former ABA players are facing difficult economic circumstances and the league and players felt a need to act on their behalf.
