The UK's biggest airport is struggling to cope with the rebound in air travel and has told airlines to stop selling summer tickets.
Over the summer months, the airport will limit the number of passengers who can leave each day to 100,000, 4,000 less than currently scheduled.
There will be a cap on the number of passengers from now on.

Demand for holidays has caused airlines and airports to struggle to find staff. The summer holiday season in the UK begins in a few weeks.
The May chaos was caused by a shortage of airline and airport staff.
The temporary government "amnesty" to the rules on airport slots was put in place to allow airlines to change their summer schedules.

The response to the European Commission's public consultation on international freight and passenger transport focused on the importance of rail as an alternative to air transport and reduced emissions from business travel. Rail is the first choice for European travel in the year 2030. The relationship with the voice of the European Railway was improved. A4E; EU Travel Tech and ECTAA were some of the associations that took part in the European Tourism Manifesto working group. The EU Emission Trading System can be extended to roads and buildings.
The EU Emissions Trading System is a carbon market based on a system of cap-and-trade of emission allowances for energy-intensive industries. On the 22nd of June, the European Parliament agreed on a more ambitious emissions trading scheme. Commercial buildings and road transport will be covered by the new ETS from 2024. The EU emissions trading system is related to aviation.
Free emission allowances will be phased out gradually by the Council. Extra-European flights to and from third countries that are part of CORSIA will be applied to by EU operators. 20 million of the phased-out free allowances will be set aside to cover the additional costs associated with sustainable aviation fuels. In the first six months of the year, 25 million passengers have traveled through the UK's flagship airport. Over the last 40 years, passenger numbers have grown at an unprecedented rate. By the end of July, we will have as many people working in security as we had before the outbreak, because we started recruiting back in November. Terminal 4 has been reopened to give passengers more space to disembark. As a result of delays at other airports and airspace congestion across Europe, arrivals punctuality is very low and this has compounded the challenge of resource constraints for the airport. We have been able to give a good level of service to the majority of passengers. Despite our best efforts there have been periods in recent weeks where service levels have not been acceptable, with long queue times, bags not travelling with passengers or arriving late, and we want to apologize to any passengers who have been affected by this. In June, the DfT asked the aviation sector to review summer schedules, including implementing a slot amnesty to encourage airlines to remove flights without penalty. Passengers are our number one priority at the airport. We will look at the schedule changes to see if they help. People won't have traveled in a while. Passengers can help prepare for their journeys by ensuring they arrive at Heathrow no earlier than 3 hours before their flights, that they have their liquids less than 100ml packed in a clear,sealable 1lt bag, and that they remove their large electronic items from their bags prior to security checkpoint. We will make a comment on the latest analysis of the H7 regulatory period. The equivalent of 40 years of growth in just four months was seen last month as nearly six million people left for other countries. Our team is rising to the challenge of growth and giving excellent service to the majority of passengers. We have already seen times when demand surpasses the capacity of the airport.
