The governor of the region said that a rocket attack almost leveled a five-story residential block.

He said that five people have been pulled from the rubble, but emergency services are trying to rescue as many as 24 people who are stuck.

The witnesses said they heard rockets hitting the building.

Russia has denied that it is targeting civilians in brutal attacks. "We have more proof of Russia's crimes, that they shell residential areas of any community, whether it's close to the front lines or not," he said. At least 21 people were killed after Russian missiles struck a residential building in Odesa, Ukrainian officials said, just a day after a rocket attack on a crowded shopping mall killed at least 19 people.
