The jockeying for the presidency of the United States began even before the 2020 elections.

The governor of California is fighting with the governor of Florida. The governors are meeting with donors. More than a dozen politicians have visited New Hampshire.

Potential presidential hopefuls aren't waiting to lay the groundwork for themselves on the national stage, even as parties await official paperwork from President Joe Biden and former President Donald Trump.

Cruz was the runner up for the 2016 GOP nomination.

Cruz said that time will tell.

Plans for many of those seen as potential candidates are dependent on decisions from Biden and Trump. All the usual moves are still being made.

If there isn't a Biden-Trump match up, here are some people who might be in the mix.

Ron DeSantis

Florida's governor, a former US House member and founding member of the conservative House Freedom Caucus, has been seen as a potential replacement for Trump. He beat Trump in a straw poll.

A 15-week abortion ban that was blocked by a Florida judge and the "don't say gay" law, which banned classroom instruction on sexual orientation or gender identity in grades K to 3, are two of the measures that DeSantis has supported. He banned math books because of race theory.

CNBC reports that Ron DeSantis is going to a private event in Utah later this month to raise money for his reelection bid.

Kamala Harris and Pete Buttigieg

As the only two of Biden's rivals from the 2020 primary to get jobs in the administration, Buttigieg and Harris are the obvious heirs.

Since her historic pick as Biden's VP nominee, Harris has been viewed in this way, while Buttigieg's endorsement of Biden kept him and many of his staffers in good graces.

Since they are in Biden's cabinet, they are favorites to win the next Democratic primary in New Hampshire.

Mike Pence

Insider reported in June of last year that the former vice president has already started his campaign.

Among them were his former chief of staff, as well as his former press secretary, Marty Obst, and his former campaign manager, Chip Saltsman.

After speaking to a crowd in Manchester, New Hampshire, the vice president began to distance himself from Trump's election fraud lies.

Some other Republicans have indicated that they won't hold off on declaring a run until Trump makes a decision.

The governor of Illinois has been testing the waters in New Hampshire and building his national brand through both conventional and unconventional channels.

The family that owns the Hyatt hotel chain, Royal Caribbean cruises, and several other assets has an estimated net worth of 3.6 billion dollars. He didn't hold any other political offices before he won the election.

In June, the governor joined the New Hampshire Democrats. There is an unofficial army of young people who like to make jokes about Pritzker. The " Pritzker Pals" are identified by their name.

Ted Cruz

The Lone Star State's junior senator, who drew widespread criticism for going to a Mexican resort during a Texas power outage, was close to becoming the GOP nominee.

He was a leader of those who objected to certifying Biden as the next president, despite their savaging of each other. Those ties may be falling apart. Cruz joked that he had Donald Trump tattooed on his rear end.

Cruz said last year that he would run for president again, calling his 2016 campaign the most fun of his life.

Gretchen Whitmer

She became a key surrogate for the Biden campaign in the crucial swing state after taking on a Republican-controlled legislature over COVID-19 restrictions.

If Biden were to sit out the race, some beltway Insiders think that Whitmer would be a good candidate for the Democratic nomination for president in 2020.

In a June interview with NBC News, she did not say if Biden should run for reelection.

Glenn Youngkin

The issue of parental rights in education was raised by the Virginia governor after he beat the former governor.

According to The Washington Post, Youngkin, a former co-chief executive of The Carlyle Group, met privately with GOP mega-donors in Manhattan last month. He hasn't made a decision on a presidential bid.

Gavin Newsom

The California progressive, who previously served as San Francisco's mayor, survived an election to recall him as governor and has since emerged as a leading combative voice against conservatives.

He invited Floridians to California, "where we still believe in freedom," in a $105,000 ad buy over the July 4 weekend, sparking speculation about whether he's considering his own 2024 bid. A spokesman for the DeSantis campaign said that Newsom might as well light a pile of cash on fire.

In 2020 Newsom was criticized for attending a dinner at The French Laundry while discouraging gatherings during California's coronaviruses surge.

He was once married to a woman now engaged to a man.

Tom Cotton

The Arkansas Republican senator and former US Army officer was an ally of the president. He called on Trump to accept the results of the 2020 presidential election and not to allow mob violence.

Cotton has made multiple trips to Iowa and New Hampshire and Insider tracked him on one of them a couple weeks before the 2020 election, telling them that he would not be deterred from running even if Trump enters the race.

Bernie Sanders

The Vermont independent and two-time Democratic presidential candidate said the likelihood of a third run was very, very slim. Don't give up on him yet.

According to a memo shared with The Washington Post in April, a top adviser to the Vermont senator said that he had not ruled out another run for president in the event of an open Democratic presidential primary in four years. He was in Iowa in June to support the auto workers.

He will be 83 years old by Inauguration Day 2025, a year older than Biden.

Rick Scott

Scott's ultra-conservative plan to "Rescue America" in March drew the ire of Republicans and became a campaign talking point for Democrats, who pointed to Scott's goal of forcing millions of low- and middle-income Americans to pay tax. Biden calls it the "ultra-MAGA" agenda.

At a GOP event in New Hampshire in May, the former Florida governor was the featured speaker. Even though Scott says he's running for re- election to the Senate, the speech stirred speculation.

 Kristi Noem

South Dakota's governor has embraced a number of culture war issues, including promoting prayer in schools and gun rights, banning trans women and girls from female sports, and prohibiting the teaching of critical race theory.

The former member of Congress, who was elected governor in 2018, is out with an ad introducing her personal story and a new book. The Noem Victory Fund was formed last year by her campaign in a sign of national ambitions.

Tim Scott

The first black senator from the south since Reconstruction is the junior senator from South Carolina. He has been making the rounds in New Hampshire and Iowa.

Scott was an ally of Trump on issues such as school choice and economic development.

Scott said in February that he would be open to being Trump's running mate, but he didn't want to be on a ticket. He told Trump that he still has the power to decide the future of the party and the country.

Chris Christie

Christie spoke at a staple of the New Hampshire primary in March and is an occasional figure in Trumpworld.

Christie criticized Trump's lack of action at the "Politics & Eggs" event at Saint Anselm College.

The high point for the Christie campaign was the New Hampshire debate where he eviscerated Marco Rubio. Christie finished in sixth place, 3 percentage points behind the other two.

Mike Pompeo

While still being a fixture on Fox News, Trump's former secretary of state has been able to make a few trips to Iowa and New Hampshire starting in 2021.

Trump has been less critical of him than other people. He was part of a group of cabinet officials who discussed removing Trump from office.

Nikki Haley

The former UN ambassador came out with a book before the end of his first term and went to New Hampshire early in the second term.

Haley made endorsements in the Granite State in February of 2021.

In a late June trip to Iowa, Haley said she'd jump in the race if there was a place for her.
