When Democrats had the chance in the last several decades, they didn't codify abortion rights.
In an interview with CBS News' Robert Costa on Friday, Harris said Democrats believed that abortion was finished.
Did Democrats fail to codify abortion over the past 50 years? Costa wanted to know.
To be very honest with you, I think that we should have believed that certain issues were resolved. There are certain issues that have been resolved.
Costa said that was not true.
That is correct. Harris believes that we are living in real uncertain times.

On the heels of the Supreme Court's decision to overturn the federal right to an abortion, there is a new proposal. The White House and Democrats scrambled to protect abortion rights after a draft of the decision was leaked.
The Department of Health and Human Services was ordered to protect access to abortion care by President Joe Biden.
In the wake of the Supreme Court decision, advocates for abortion rights called on President Joe Biden to expand the Supreme Court and establish abortion clinics on federal land. The power to codify the right to abortion lies with Congress, not with Biden, who has said his administration will use all of its lawful powers to help Americans retain access to the procedure.
Biden said that the only way to secure a women's right to choose was for Congress to restore the protections of the law. The president can't do that.
