After 16 months in charge, Bowyer guided the club to 20th place in the Sky Bet Championship.
Bowyer's contract was terminated at a time when the club's owners are trying to sell up.
After missing a number of deadlines, the period of exclusive talks over a deal has ended.
If Bassini took over, he would replace Bowyer.
The statement said that the board of directors believed that this was the necessary course of action and had acted quickly.
The board would like to thank Lee for all of his hard work at the club.
As a player and as a head coach, Lee's commitment and dedication was never in question and we will always be grateful for his contribution.
He will always be welcome at St Andrew's.
The replacement head coach and support staff will be announced soon.
On the final day of the season, Bowyer said he would speak to the hierarchy about the improvements he wanted to make.
I'm meeting with them on Monday and I'm sure we will discuss how we can improve," he said.
I want to hear that they understand the situation I've had to face this season.
I want clarity in terms of what the plan is and how we can improve because I want to be the person challenging up the other end. It will take time because there are contracts people are on and they have years to run.
