Richarlison is set for a medical at Spurs after the club agreed to sign the Brazilian.
There are some minor issues that need to be worked out over the exact fee for the move.
The transfer should be completed on Thursday after personal terms have been agreed with Richarlison.
Richarlison joined the Toffees from the Hornets for £50 million.
He has scored 53 goals for the club since then and was the top scorer at the club last season.
Richarlison scored 10 goals in the top flight during the summer when he played for Brazil in both the Olympics and the Cup of Nations.
In the final nine games of the season, six of those goals came for the club as they finished 16th and above the drop zone.
So far this summer, Spurs have signed a keeper and a player.
If the Richarlison deal goes through, it will help balance the club's books as the accounting period for the last three years ends in June.
If Richarlison is sold for more than £50m, the club would make a profit because they spent a lot of money on other players.
