It is a "monumental day" for America and "lives will be saved", said Biden before he signed the bill.

The president's signature clears the way for new federal grants to encourage states to pass red-flag laws, enhance background checks for gun buyers under the age of 21, and close theboyfriend loophole, which allowed non-spousal domestic abusers to own guns.

The bill includes $11 billion to improve mental health programs, as well as a new statute making gun traffickers a federal crime.

"While this bill doesn't do everything I want, it does include actions that are going to save lives," Biden said.
