A glimpse of very simple instructions for the process of the meeting was offered by President Joe Biden at a White House meeting on Thursday.
Biden spoke to a group of state governors about a partnership with 11 states to speed up the growth of the offshore wind industry.
One of the documents Biden used during the meeting was a cue card with the title "The President" written on it.

Instructions for the speaker are included in a Memorandum of Events produced by a leader's press team. The White House press office didn't reply immediately.
Steven Miller, a far-right former presidential advisor, commented on the simplicity of the instructions.
There needs to be emergency hearings next year on the 25th amendment to remove a president who is not competent. There is no proof that Biden is unable to do his job.
Biden was seen with such a list as a serious gaffe by the right-wing news outlets.
"When I think 'climate,' when I think 'environment,' I think 'jobs,'" he said at the event.
The Biden administration wants to produce 30 gigawatts of offshore wind by the year 2030. The administration says it will save 78 million metric tons of CO2 by doing this.
The last administration wanted to stop offshore wind because they thought it could cause cancer. "Not a joke," said Biden on Thursday, in reference to comments made by Trump in 2019.
