The Open at St Andrews will be played by players who joined the Saudi Arabian-backed LIV Golf series.
The PGA Tour suspended 17 members for playing in a golf event.
The World Tour is expected to make a decision on Thursday.
St Andrew's will host the 150th Open from 10 to 17 July.
The Open is golf's original championship and since it was first played in 1860, openness has been fundamental to its ethos and appeal.
The 150th Open will be open to players who are exempt or have earned a place through the qualification process.

Those who are exempt are those who have previously earned their status.
The Open is not run by the majors and so LIV golfers who would be allowed to play include Johnson, Mickelson, DeChambeau, Reed, and Ancer.
The US Open was won by Matt Fitzpatrick of England.
Like Fitzpatrick, defending Open champion Collin Morikawa has not joined LIV Golf, taking to social media on Tuesday to deny rumours he was planning to join the series.
