You know why Ezra Miller is popular. It's because of what can only be described as a "Hawaiian crime spree" where strange, often violent behavior from Miller has resulted in several arrests and restraining orders. They are currently on the run from the police and have deleted their social media accounts.
They are the stars of the WB movie, which is out a year from now.
WB has to figure out what to do as the options are complex and there are few good ones. There are possible options.
This movie is already filmed and should be scrapped. This would be a huge loss for WB if they didn't release it. It's almost impossible to imagine this happening.
Picking a new actor to replace Miller and having to reshoot huge portions of the film would still be very expensive.
Digitally replace Miller, so you use digital technology to deep fake your way out of the problem, cutting out Miller where you can, and instead of reshoots, digitally replacing them with another actor. It seems like it would be hard to do effectively. The studio was unable to remove Henry Cavill's mustache. These are extraordinary times, so who knows?
We know that the movie about Barry Allen is not just about Barry Allen, but also serves as a gateway to old heroes such as Batman and introduces new ones such as Superman. You could cut Miller's role in the movie a bit, add in cut footage from other cast members or have the reshoots done to boost their presence further.
Miller doesn't edit the movie itself, but you change the marketing. Obviously Miller is not going to be doing traditional press rounds for the movie, but even in like, future trailers and posters, you cut their presence down or just keep them masked in the suit
It doesn't matter what happens with Miller as Barry Allen past this one film, as it always seemed like a longshot that they would be DC's version of The Flash indefinitely. Even if they don't want to keep the continuity of the DCEU, the multiverse would be a good place to start.
There are no good choices here. I think WB will choose the one that costs the least and does the least damage, and I think they won't reshooting it. It has happened before to Kevin Spacey, but not in a movie where he played the role before. It's...complicated. We will see how the Ezra Miller saga will affect things.
