The Spurs have agreed to a deal with the Seagulls.
The 25-year-old becomes Spurs boss Antonio Conte's third summer signing
Since joining the club in July of last year, Bissouma has made over 100 appearances.
The club wanted to sign him in January.
The deal is subject to personal terms being agreed with the player when he undergoes a medical at Spurs later this week.
He started 26 games for the Seagulls last season and scored once.
The highest finish in the club's history was achieved by Graham Potter's side as they finished ninth in the premier league.
In September of last year, he said it was not his time to leave Seagulls but that he wanted to play in the group stage of the competition.
