The FAA has found that the company can continue to develop and test its giant vehicle in South Texas if it takes pains to mitigate its impact on the environment.

The work is done according to the FAA. The good news for the company is that it can continue its work at Star base without the need for an environmental impact statement.
"One step closer to the first orbital flight test of Starship" was the message posted by the company today.
As it sees fit in and around Starbase, the final PEA doesn't give it carte blanche to do anything. More than 75 actions must be taken by the company to reduce its impact on the environment.
There will be more advanced notice of launches after consultation with the U.S. Fish and Wildlife Service. FAA officials wrote in an email that the highway goes through Boca Chica Beach, Texas State Parks and the Lower Rio Grande National Wildlife refuge.
CLOsures will not be allowed on 18 identified holidays, and weekend restrictions are limited to no more than five weekends per year, ensuring robust access to the refuge and park throughout the year. Real-time notifications will be required by the FAA when access restrictions start or end.
Allowing a biologist to monitor plant and animal populations in the area, keeping the local community informed about activities that could produce loud noises such as sonic booms, and altering its lighting setup are some of the other measures that need to be taken by the company.

The upcoming first orbital attempt will be a huge leap for the program, as it will be the first time that upper-stage prototypes have flown. It's not clear when it will happen, and not all of the regulatory boxes have been checked.
