Two members of the Democratic caucus that he's struggled to win over are Sinema of Arizona and Manchin of West Virginia.
He said they were slowing down what they could do.
Republicans are poised to take control of Congress in the upcoming elections, which will be difficult for Democrats to win seats.
Biden said he was an optimist as he urged donors to keep giving. According to a Democratic National Committee official, each person raised over $2 million.

Biden talked about how some people doubted the U.S. intelligence about Russia.

Some of the media coverage of the Summit of the Americas, which was held this week in Los Angeles, was covered by Biden. The Mexican president boycotted the summit and others who attended gave speeches that criticized how the US handled the event.
