He said they were slowing down what they could do.

Republicans are poised to take control of Congress in the upcoming elections, which will be difficult for Democrats to win seats.

Biden said he was an optimist as he urged donors to keep giving. According to a Democratic National Committee official, each person raised over $2 million.

He pointed out how long it takes to train a soldier to shoot a gun.
