Ivan Perisic is a free transfer from Inter Milan.
His contract at Inter is coming to an end and Spurs have made him a contract offer.
Further talks are expected on Monday, when Perisic makes a decision on his future, as well as another offer from Inter.
The Croatia international, who scored in the World Cup final, has been at Inter since 2015. He won the title in his first season as head coach of Spurs and then went on to win the title in his second season as head coach.
After talks with the managing director of football, the pair could be set to return to each other.
Spurs want to back the Italian in the transfer market and have told him to sign at least six or seven players.
Goalie, centre back, wing-back, centralMidfielder and strikers are some of the positions that Spurs plan to strengthen. After bringing him back into the fold, Conte put him at left wing-back.
The transfer window opens on June 10 and closes at 11pm on September 1.
