President Joe Biden attacked Russian President Vladimir Putin during his speech at the US Naval Academy on Friday.
While wagging his finger, Biden said that Putin is trying to wipe out the culture and identity of the Ukrainian people.
The war in Ukraine is part of an "inflection point" in world history, according to Biden.
The Covid-19 epidemic, inflation and the climate crisis contribute to what Biden called the "decisive decade of the century".
Russia's actions in Ukraine are a direct assault on the fundamental tenets of rule-based international order, according to Biden.
Biden called Putin a war criminal in March and advocated for him to face a war crimes trial in April. Biden first accused Russia of committing genocide against the Ukrainian people last month, saying Putin sought to wipe out the idea of being Ukrainian.
Biden said Friday that Putin had ceded all of Europe to NATO instead of pushing for military neutrality.
The University of Delaware will host Biden's address on Saturday.
