Cazares suggested to people that they should rush in because the cops aren't doing what they're supposed to.

Cazares said that the police officers were unprepared.

It is not known if any police officers were in the building at the time. Two officers who confronted the shooter were shot and injured.

A video was shared on social media showing a crowd of people outside a school arguing with police officers who appeared to have blocked access to the building.

One person can be heard shouting at police officers. Get inside the building!

It is not clear if the video was shot before or after the shooting. Insider couldn't independently verify the video.

The shooting has left 21 people dead. The AP and CNN reported that all the people killed were in the same classroom.

Police helped other students and teachers escape while he was in the classroom.

The man was killed by law enforcement around 40 minutes after he entered the building.

The Texas Department of Public Safety told CNN on Wednesday that the man barricaded himself inside the classroom, which made it difficult for officers to get a handle on the situation.

He told CNN that there wasn't enough manpower at that time and that their primary focus was to preserve any further loss of life.

The chief of the US Border Patrol defended police officers, telling CNN that they entered the classroom and took care of the situation as quickly as possible.

The Uvalde Police Department did not reply immediately.
