After the country was ravaged by Russian forces, the reconstruction cost will be huge. Ukrainian officials have estimated the war's cost at $600 billion, with some saying it is a modest figure and set to increase as the war goes on.

The need for a Marshall Plan for Ukraine has been stressed by international financial institutions. Some governments are reluctant to sign on to the project because of the prospect of years of debt put on their own citizens to rebuild a country that isn't theirs.

The solution? Dmytro Kuleba is the Ukrainian Foreign Minister.

I don't think American, German or any other taxpayers should have to pay for what Russia did. During a panel session at the World Economic Forum, Kuleba said that there was an alternative way to recover Ukraine.

Canada announced in April that it was creating legislation that would allow it to redistribute seized Russian assets to compensate and rebuild for Ukraine.

Canada would be the first G-7 industrialized country to allow such seizures, and it is encouraging allies to follow suit.

The European Commission recently came up with some initiatives on how to create a legal framework for seizure and transfer. He said to make Russia pay for it.

German Finance Minister Christian Lindner said in May that the measure is still a possibility, but that no decision has been made among G-7 members. The European Union should fund the rebuilding of Ukraine with frozen Russian assets according to a group of countries.

Kuleba asked, "Why some countries or leaders are concerned that we should not go too far in putting pressure on Russia?" Putin betrayed those who tried to help him by launching a large-scale aggression against a country, the aggression that will go into textbooks as the most obvious example of an aggression of one country against another. Make Russia pay for it.

By the end of 2022, the World Bank believes the economy of Ukraine will be halved. Russia is blocking key ports and export lanes, which could cause a global food crisis as Ukraine is a major source of agricultural produce for much of the developing world.

Russian forces have destroyed almost the entire region in eastern Ukraine.

The situation in eastern Ukraine is very difficult, with Russian forces concentrating their fire and manpower to assault the region and seize key cities.
