At least 14 students and one teacher have been killed in a shooting at an elementary school in southwest Texas.
Uvalde is a small city about 80 miles west of San Antonio.
Police have not yet provided official updates on casualty figures, but Abbott told reporters he had learned the shooter had killed 14 students and a teacher.
The 18-year-old Ulvade man was identified by Abbott.
Abbott said the suspect was believed to have been killed by responding officers after police initially said that the shooter was in custody.
The Uvalde Consolidated Independent School District told parents on Facebook that there was an active shooter.
13 children were treated at Uvalde Memorial Hospital via ambulances or buses. The nature of their injuries was not made public.
Two patients had already been transferred to San Antonio, while another was about to be transferred, according to hospital staff.
University Health officials in San Antonio said that two patients had already been transferred. A 66-year-old woman is in a critical condition.
Two people who arrived at the hospital were already dead.
It wrote on Facebook that there were no details available.
The press conference was scheduled to take place on Tuesday afternoon.
