The Senate did not approve the $48 billion Small Business Covid Relief Act of 2022.

$48 billion would have been provided to restaurants, gyms, live venues, minor league sports teams, border businesses, exclave businesses and providers of transportation services.

Small business owners and leaders expressed their disappointment.

The policy and political impact director of the Main Street Alliance said that after hanging on for another year, hurting restaurants and bars throughout American, may not see any relief.

Trinh said that at least 180,000 applications for Restaurant Revitalization Funding are approved but not yet received.

Senate Fails to Pass Small Business COVID Relief Act

The Restaurant Revitalization Fund Act was introduced in June of 2021. The Senate committee on Small Business and Entrepreneurship received it. Funding for the other small businesses was included in the main part of S 4008.

The bill was introduced on April 5. The voting procedure called Vote for Cloture failed it. The Senate Small Business and Entrepreneurship committee is chaired by Cardin.

The measure is dead if it doesn't get the required majority on a Vote for Cloture. A cloture motion was filed to begin the process of bringing the S-4008 up for a vote. The cloture motion vote must receive a positive majority vote in order to be approved for vote.

5 Senators did not vote and the vote was 52-43. The bill would have been brought to a vote if it had received 60 votes.

When the Vote for Cloture failed to achieve a majority, the Senators moved to the next agenda item.

Why Did S-4008 Fail?

The bill wasn't funded according to opponents. The Covid-19 relief funds were going to be used to fund part of the bill. The nation's deficit would have been increased by about 40 billion dollars.

The proposed spending breakdown.

  • $2 billion – gyms
  • $1/2 billion – minor league sports teams
  • $10 million – border businesses (impacted by border closures)
  • $85 million – exclave businesses (located within 75 miles of the US/Canada border
  • $2 billion – providers of transportation services
  • $40 billion – restaurants

The proposal when S-4008 was introduced was $68 billion. It was reduced to $48 billion. The entire text of the bill can be found here.
