The PGA Tour refused to let players take part in the Saudi-backed LIV Golf invitational series in England next month.
The Tour said that players who play at the club on June 9 would be in violation of their regulations.
The two players requested a release from the tour to participate.
On Tuesday, Greg Norman said he had the money to build the LIV Series into the future.
In reacting to the PGA Tour's decision to block the release of players, Norman said the tour was anti-golfer, anti-fan and anti-competitive.
The Australian, who is chief executive of LIV Golf Investments, said that the Tour is intent on maintaining its illegal monopoly of what should be a free and open market.
No matter what obstacles the PGA Tour puts in our way, we will not be stopped. We will continue to give players options that promote the great game of golf.
The Canadian Open is on the same day as the opening of the LIV series in London.
The PGA Tour said its decision was in the best interest of the tour and its players.
Every leg of the series will have prize money of around $25m, which is more than the richest event on the PGA Tour.
Norman says he has secured $2 billion in funding to help develop the LIV Series into a full super league.
The second tournament of the Series will be held in Portland, Oregon in July.
