Russian forces had committed war crimes in Ukraine, the latest development in a growing campaign by governments and international organizations to hold Russia to account.
Evidence of war crimes, including extrajudicial executions, torture and strikes on civilian buildings, have been documented by researchers with theAmnesty organization.
The Secretary General of the organization said that they documented a pattern of crimes committed by Russian forces.
The group, led by Callamard, interviewed 45 people who witnessed or had first-hand knowledge of unlawful killings during the 12 day investigation and another 39 who had witnessed or had first-hand knowledge of strikes on residential buildings.
Most of the killings that were documented by the researchers were apparent extrajudicial executions.
The group said that Russian attacks hit residential buildings in the town ofBorodyanka, which devastated the neighborhood and left thousands more homeless.
Callamard said that it was vital that all those responsible, including up the chain of command, were brought to justice.
There are many groups investigating the matter of war crimes committed by Russian forces in Ukraine. Its forces have been accused of targeting civilians and residential areas. The International Criminal Court, backed by dozens of countries, is investigating more than 9000 alleged war crimes committed by Russian troops, according to reports. Russia insists its invasion of Ukraine is a special military operation to de-Nazify the country and protect Russian speakers.
Slow investigations with no justice. War crimes are defined by international law as genocide, crimes against humanity, and crimes of aggression, which are all crimes of aggression and can be punished by the International Criminal Court. They demarcate the boundaries on what is acceptable conduct during war to protect civilians. The court claims jurisdiction over Russia and Ukraine because they have accepted its authority before. Even if the court has jurisdiction, it is difficult to prosecute war crimes because only individuals can be charged. It can be difficult to get evidence and investigations can take years. It is difficult to prosecute those in power who are not fighting on the ground. The court doesn't try people in absentia if it has enough evidence to do so. Russia, which does not acknowledge its authority, would either have to hand those charged over or they would need to be arrested in a country that does recognize the court's authority. The International Criminal Court has only convicted 10 people since it was established.
He is not coming back. There are war crimes in the Northwest areas.
