The main athletic association for Georgia high schools voted Wednesday to ban the playing of trans boys and girls on their school sports teams, saying instead that students must play on teams that match the sex listed on their birth certificates at birth.

The executive committee of the Georgia High School Association voted unanimously for the change. It will be in effect for the next school year.

Proponents of the ban say that girls who are born as boys have an unfair advantage because they are stronger and can be denied places on the team or on the podium.

Cole Muzio, president of the conservative Frontline Policy Council, said that everyone should have an opportunity to participate.

Kemp is running for reelection. Kemp said he wanted to protect fairness in school sports when he signed the bill last week.

Excluding the children would send a harmful message to a group that is vulnerable to suicide or harming themselves.

Sally Harrell, an Atlanta Democrat and the mother of a trans child, said that this would be a message of rejection for vulnerable trans kids.

Republican-led states have passed laws prohibiting girls and women from playing sports. Some GOP-led states are considering banning it. Georgia was the first state to ban trans girls through athletic association policies.

The Georgia association allowed individual schools and school boards to decide what teams the students could play on. Some private schools are included in the association. The birth certificate rule that existed before 2016 was reverted back to it.

The focus is on athletic equity and competitive balance.

It is not clear if any students were participating in sports. There were no specific examples listed by the proponents of a ban. The association doesn't track the issue of athletes who are trans, but a few have run in boys cross-country.

After Georgia lawmakers couldn't agree on a law banning trans students from playing sports matching their gender identity, the spotlight swung to the GHSA.

Kemp prodded lawmakers to act on the final night of the legislative session. Many lawmakers didn't know what they were voting on when they passed the bill because they didn't have copies of the text.

Opponents were surprised that the association acted without study, pointing to the language in the bill that called for a study committee. They were open to some kind of regulation, but not an absolute ban.

Jeff Graham, the executive director of Georgia Equality, said that the actions to move so hastily and without consideration of the harms that this will do, will hurt kids throughout Georgia.

Some public school districts that voted for their policy were not following their own policies that are more welcoming to trans students. Title IX of federal education law prohibiting sex discrimination, an executive order signed by Democratic President Joe Biden that prohibits discrimination based on gender identity in school sports and rulings by federal courts were all warned that a ban could violate.

The compromise was reached after the Speaker of the House blocked putting the ban in law. He told reporters moments after the bill passed that he did not want the children to be targeted.

The House Speaker had not talked to the association about the subject, according to the spokesman.
