There are hopes that the civilians evacuated from the blockaded Azovstal steel plant complex in Mariupol will reach the Ukrainian-controlled city of Zaporizhzhia later on Tuesday, according to a Ukrainian official.

There are around 100,000 people in Mariupol, and more than 200 people are still in the Azovstal steel plant, according to the Mayor.

The column of evacuees is moving. The evacuees from Azovstal are being evacuated.

According to the latest intelligence update from the U.K.'s Defence Ministry, Russia's military is now significantly weaker as a result of its invasion of Ukraine.

Russia's defence budget doubled between 2005 and 2018, with investment in several high-end air, land and sea capabilities, according to the ministry.

The ministry said that the modernisation of its physical equipment has not enabled Russia to dominate Ukraine.

Russia's weakened military will struggle to recover due to international sanctions, and this will have a lasting impact on Russia's ability to deploy conventional military force, the U.K. said.

The US Department of Defense said late Monday that Ukrainian troops had pushed Russians back from the city over the last 24 to 48 hours.

A senior U.S. Defense official said that the Russians have been pushed out of the east of the city.

Most of the city's civilian residents have left since late February.

The city is located in the northeast part of the country, close to the Russian border.

The official told reporters that Russian troops in eastern Ukraine are making progress but are beset by poor command and control.

More than 70 of the 90 M-777 howitzers that the United States is sending to Ukraine have arrived there, according to a Pentagon official. About half the amount of cannons planned for delivery have been obtained.

In the far eastern region of Luhansk and outside the city of Izyum, the Kremlin has made small gains, but the gains are fleeting, according to an official who spoke on the condition of anonymity.

Russian troops have recently moved into an area, declaring victory and then leaving the area to the Ukrainians, according to U.S. intelligence.

This makes a fiction out of the fact that the military has made gains in Ukraine, but does not require that Russian troops suppress civilians.

Thousands of deaths and scores of war crimes have been committed against the Ukrainian population as a result of the Kremlin's efforts to control civilian populations.

The ambassador to the Organization for Security and Cooperation in said that the U.S. intelligence indicates that Russia is planning to hold sham referenda in May in eastern Ukraine.

He said at a State Department briefing that Russia plans to join in May. Moscow is considering a similar plan for Kherson, a region in southern Ukraine anchored by a city of the same name.

The Kherson region would be declared an independent people's republic before being annexed.

People in Kherson will be forced to use the ruble as currency. The region is home to more than 1 million people and it has cut off internet and cell phone access.

Sham referenda and fabricated votes will not be considered legitimate, nor will any attempts to annex additional Ukrainian territory. He acknowledged that the Organization for Security and Co-operation in Europe does not have the power to disrupt Russia's plans.
