A 2016 clip of Donald Trump saying that "some form of punishment" should befall women who choose to get an abortion has resurfaced after a draft opinion on the subject was leaked.

The apparent draft has not been verified by Insider.
During a March 2016 Town Hall on MSNBC, Chris Matthews pressed then-candidate Trump on his position on abortion and asked if there should be punishments for the procedure.
There has to be some form of punishment.
Matthews asks, "For the woman?"
There has to be some form.
The person who got the woman pregnant should not be punished, according to Trump.
If Trump banned abortions, what would happen? You will go back to a position where people will go to illegal places. You have to ban it.
