Russian troops stole farm equipment and targeted grain warehouses in order to cause a famine in the eastern European country, according to the human rights chief.
Russian forces destroyed a grain elevator in eastern Ukraine, which was used to store the crop, according to the country's human rights officer.
She said the first cases of theft were recorded in mid-March.
