According to The National Post, the Canadian government snuck a Criminal Code amendment into its budget in order to make it a crime to commit illegal acts in outer space.

The proposed federal budget Bill C states that if a Canadian crew member commits an act or omission outside of Canada that they are considered to have committed an indictable offence in Canada.
The amendment suggests that it is not against Canadian law for a Canadian to kill another Canadian on the Moon.
