Swift Playgrounds have mostly been for children. They teach beginners how to code in Swift through a series of puzzles. This is the first time that full apps will be able to be built within the program, and it has not functioned as a separate tool for developers in the past.

Xcode is a famously complicated application that only runs on macOS. It isn't exactly that, but a version of Xcode for the iPad could help to lower the barrier to entry for new developers who want to try out their ideas without investing in a Mac.
